What are the chances of me needing wellies in Berlin in February?

Wellies are not good for walking long distances and you will not like wearing them in a city.
It might rain or even snow in Berlin in February, but normal shoes are a better option. Just get shoes that are reasonably water tight.
Or wear boots you are used to, properly fitting boots.
